अरक्षितारं हर्तारें विलोप्तारमनायकम्‌ | तं वै राजकलिं हन्यु: प्रजा: सन्नह निर्धणम्‌

Transliteration

arakṣitāraṁ hartāraṁ viloptāram anāyakam | taṁ vai rāja-kaliṁ hanyuḥ prajāḥ sannaha nirdhanam ||

Translation

ਭੀਸ਼ਮ ਨੇ ਆਖਿਆ—ਜੋ ਹਾਕਮ ਪ੍ਰਜਾ ਦੀ ਰੱਖਿਆ ਨਹੀਂ ਕਰਦਾ, ਸਗੋਂ ਹਰਨ ਤੇ ਲੁੱਟ-ਖਸੋਟ ਕਰਦਾ ਹੈ, ਅਤੇ ਜਿਸ ਕੋਲ ਢੰਗ ਦੀ ਰਹਿਨੁਮਾਈ ਵਾਲਾ ਨੇਤ੍ਰਿਤਵ ਨਹੀਂ—ਉਹ ਰਾਜਾ ਨਹੀਂ; ਰਾਜ-ਰੂਪ ਵਿੱਚ ‘ਕਲੀ’ ਹੈ। ਪ੍ਰਜਾ ਨੂੰ ਚਾਹੀਦਾ ਹੈ ਕਿ ਹਥਿਆਰਬੰਦ ਹੋ ਕੇ ਉਸ ਨਿਰਦਈ, ਗਰੀਬ ਕਰਨ ਵਾਲੇ ਜ਼ਾਲਮ ਨੂੰ ਬੰਨ੍ਹ ਕੇ ਮਾਰ ਦੇਵੇ।
