५-दीनता न लाते हुए ही प्रिय भाषण करे। ६-शूरवीर बने, किंतु बढ़-बढ़कर बातें न बनावे। ७-दान दे, परंतु अपात्रको नहीं। ८-साहसी हो, किंतु निष्ठर न हो ।। संदधीत न चानार्यविंगृह्नीयान्न बन्धुभि: । नाभक्तं चारयेच्चारं कुर्यात् कार्यमपीडया,९-दुष्टोंके साथ मेल न करे। १०-बन्धुओंके साथ लड़ाई-झगड़ा न ठाने। ११-जो राजभक्त न हो, ऐसे गुप्तचरसे काम न ले। १२-किसीको कष्ट पहुँचाये बिना ही अपना कार्य करे
saṃdadhīta na cānārya-viṃ gṛhnīyān na bandhubhiḥ | nābhaktaṃ cārayec cāraṃ kuryāt kāryam apīḍayā ||
ସନ୍ଧି କରିବ, କିନ୍ତୁ ଅନାର୍ୟଙ୍କ ସହ ନୁହେଁ। ବନ୍ଧୁମାନଙ୍କ ସହ ବିଗ୍ରହ-ବିବାଦ କରିବ ନାହିଁ। ଯେ ରାଜଭକ୍ତ ନୁହେଁ, ତାକୁ ଗୁପ୍ତଚର ଭାବେ ନିଯୁକ୍ତ କରିବ ନାହିଁ। ଏବଂ କାହାକୁ ଯନ୍ତ୍ରଣା ନଦେଇ ନିଜ କାର୍ଯ୍ୟ ସାଧିବ।
भीष्म उवाच
Bhishma teaches practical righteousness in governance: choose allies of good character, preserve harmony among one’s own kin, rely only on loyal agents for sensitive work, and pursue objectives without oppressing or harming others.
In the Shanti Parva’s instruction on rajadharma, Bhishma continues advising Yudhishthira on the ethical conduct of a ruler—how to manage alliances, internal relations, intelligence-gathering, and the execution of policy with minimal harm.
