वैशम्पायन उवाच
Good governance depends on intelligent, ethically grounded counsel: deliberation (mantra), clear determination (niścaya), and disciplined reflection on established principles of policy (ṣāḍguṇya) should be entrusted to the truly wise.
The narrator reports that a ruler, pleased and confident, assigns Vidura—renowned for wisdom—the responsibility for advising, deciding courses of action, and contemplating the six diplomatic strategies of statecraft.
