साम्ना भेदेन दानेन दण्डेनेति चतुर्विधम् | विषमस्थं समस्थं॑ च चक्षुध्यनिन रक्षति
sāmnā bhedena dānena daṇḍeneti caturvidham | viṣamasthaṃ samasthaṃ ca cakṣurdhyānena rakṣati ||
ସାମ, ଭେଦ, ଦାନ ଓ ଦଣ୍ଡ—ଏହି ଚାରି ଉପାୟ। ବିବେକଦୃଷ୍ଟିରେ ସେ ବିଷମ ଓ ବକ୍ର ଆଚରଣରେ ଅଟୁଟ ଥିବା ଲୋକକୁ ସଂଯମ କରେ, ସମଦର୍ଶୀଙ୍କୁ ରକ୍ଷା କରେ, ଏବଂ ଚିନ୍ତାପୂର୍ବକ ଜାଗୃତିରେ ନେତ୍ର ଆଦି ଇନ୍ଦ୍ରିୟମାନଙ୍କୁ କୁମାର୍ଗକୁ ଯିବାରୁ ରୋକେ।

Ethical governance and self-governance both require appropriate means: conciliation, strategic division, gifts, and punishment. Alongside these external measures, inner vigilance (dhyāna/discernment) is essential to protect the impartial person and to restrain the senses from drifting into harmful conduct.
