Vedic learning should be supported by disciplined vows and ethical restraint; likewise, vows should be meaningful and aligned with śāstra. Knowledge without conduct and austerity without right basis are both portrayed as ineffective.
Śakra (Indra) critiques two flawed religious tendencies: people who pursue Vedic recitation without the requisite self-discipline, and people who adopt non-authoritative or purposeless vows. The statement frames a broader instruction on proper dharmic practice.
