Public duty and moral accountability: when a leader recognizes that a matter concerns the community, he must speak plainly and formally entrust responsibility (nyāsa) to those who should bear it—especially to the rightful dharmic authority, here associated with Yudhiṣṭhira.
A king, seeing assembled well-wishers and brāhmaṇas from many regions, decides that a necessary statement must be made. He then addresses the gathering and declares that an entrusted charge/responsibility has been placed upon them all, with explicit mention of Yudhiṣṭhira.
