Pulastya is a major ṛṣi and a standard Purāṇic authority-voice. In māhātmya sections, sages often codify tīrtha/vrata benefits and the accompanying disciplines; here he functions as the transmitter of an austerity-method.
It denotes a severe kṛcchra-type expiation characterized by heightened austerity (often involving restricted intake and other restraints). The verse’s ‘rahasya’ signals that it is to be practiced under proper guidance and with ritual seriousness.
Purāṇic narratives frequently depict devas undertaking vrata/prāyaścitta to restore purity and eligibility—showing that dharma binds even celestial beings and that purification precedes approaching the supreme deity.
