The Greatness and Typology of Tapas
एवं योनिषु सर्वासु प्रतिक्रम्य भ्रमेण त । कालांतरवशाद्याति मानुष्यमतिदुर्लभम्
evaṃ yoniṣu sarvāsu pratikramya bhrameṇa ta | kālāṃtaravaśādyāti mānuṣyamatidurlabham
Demikianlah, setelah mengembara dalam kekeliruan melalui segala jenis kelahiran dan berulang kali berpindah dari satu hayat ke hayat yang lain, suatu makhluk—hanya setelah masa yang panjang—mencapai keadaan manusia yang amat sukar diperoleh.

Cosmic Event: long temporal cycles implied (kālāntara) within saṃsāra
It stresses that human birth is a rare spiritual opportunity gained after long wandering in saṁsāra; therefore one should use this life for Shiva-oriented sādhanā that cuts delusion and karmic bondage.
Since human birth is difficult to obtain, the Purana implies it should be directed toward accessible Saguna worship—especially Linga-upāsanā—through which the bound soul (paśu) turns to Pati (Shiva) for release from repeated embodiment.
A practical takeaway is steady japa of the Panchākṣarī (“Om Namaḥ Śivāya”) with daily Shiva-pūjā (Linga abhiṣeka), supported by dhyāna and ethical living to reduce bhrānti (delusion) and saṁsāric wandering.
