It teaches that outer purity (pure, fragrant water and offerings) must be united with inner purity through mantra—especially the Praṇava (Oṁ)—to make worship a direct means of grace and liberation in the Shaiva path.
The verse outlines a concrete method of Saguna worship—offering water, fragrance, and flowers to the Liṅga—while anchoring every act in Oṁ, indicating that the visible form is a sanctified support for realizing Śiva beyond form.
Perform abhiṣeka-like offering with pure water, then offer gandha and flowers, reciting Oṁ throughout—specifically sevenfold—so the mind remains concentrated and the rite becomes mantra-sustained meditation.
