Vaiśampāyana said: “Having first conciliated your allies and spoken to the army in a pleasing and reassuring manner, you will prosper. When your treasury and military strength are well increased, you will attain success in full measure.”
वैशम्पायन उवाच
Effective leadership begins with winning over allies and maintaining the morale and loyalty of one’s forces through reassuring, pleasant speech and proper support; with a strong treasury and strengthened army, success becomes attainable.
Vaiśampāyana narrates counsel on political-military strategy: before undertaking action, one should secure friends and align the army through conciliatory communication, thereby building resources (treasury) and power (forces) to achieve decisive success.
