A dharmic ruler does not act impulsively: he listens to truthful counsel, reflects with mindfulness, and decides only after repeated deliberation aimed at what is best (uttama) and true (tathya).
After Garuḍa (Suparṇa) speaks, the king—understood in this chapter’s context as Yayāti—pauses to consider the counsel carefully and repeatedly, and then reaches a settled decision that will guide the next action in the episode.
