दुर्ग-निवेश-राजधर्मः | Fortified Capital and the King’s Residential Polity

Rājadharma

यत्पुरं दुर्गसम्पन्नं धान्‍न्यायुधसमन्वितम्‌ । दृढप्राकारपरिखं हस्त्यश्वरथसंकुलम्‌

yat puraṁ durgasampannaṁ dhānyāyudhasamanvitam | dṛḍhaprākāraparikhaṁ hasty-aśva-ratha-saṅkulam ||

Bhishma berkata: Kota yang lengkap dengan pertahanan kubu, dipenuhi simpanan bijirin dan senjata, dilindungi tembok serta parit yang kukuh, dan sesak dengan gajah, kuda, serta kereta perang—itulah ibu kota berkubu yang menjadi asas pemerintahan yang aman dan raja yang bertanggungjawab; kerana kesiapsiagaan melindungi rakyat dan menyokong kewajipan raja untuk memelihara mereka.
