The verse emphasizes that righteous action and the maintenance of dharma are supported by the highest divine powers—Viṣṇu, Indra, and the devas—implying that moral order is not merely human convention but a cosmic responsibility guarded by the gods.
Bhīṣma describes a figure proceeding or acting in the company of Viṣṇu, Indra, and other celestial beings, highlighting the grandeur and authority of the moment and indicating that the event is endorsed by the divine assembly.
