Yajña-bhāga-vyavasthā and the Pravṛtti–Nivṛtti Framework (यज्ञभागव्यवस्था तथा प्रवृत्तिनिवृत्तिधर्मविवेचनम्)
तत्र नित्यं समायान्ति लोकस्य हितकाम्यया । पक्षिराज गरुड उस पर्वतपर नित्य विराजमान होते हैं। चारों लोकपाल, देवता तथा ऋषिगण सम्पूर्ण जगत॒के हितकी कामनासे वहाँ सदा आते रहते हैं
tatra nityaṁ samāyānti lokasya hitakāmyayā |
Bhīṣma berkata: “Di sana, mereka sentiasa datang berhimpun, berulang kali, kerana hasrat untuk menjamin kesejahteraan dunia.” Rangkap ini menonjolkan sebuah tempat suci tempat makhluk-makhluk luhur berkumpul bukan demi kepentingan diri, tetapi kerana tanggungjawab dan ihsan terhadap seluruh ciptaan.
भीष्म उवाच
The core teaching is lokahita—acting from a sustained intention for the welfare of the world. The verse praises those who repeatedly gather and act with a public-spirited motive rather than self-interest, presenting benevolence and responsibility as marks of dharmic conduct.
Bhīṣma is describing a particular revered place where beings regularly assemble. Their recurring arrival is explained as being driven by concern for the good of the world, framing the location as a center of beneficent, dharma-aligned activity.
