Dharma is upheld by great souls in every region; spiritual authority and ethical exemplars are not limited to a single place or social identity. By naming figures in the western quarter, Bhishma underscores the universality of virtue and the wide distribution of dharmic models.
Bhishma is listing renowned virtuous persons/sages associated with different directions. Here he identifies those residing in the western quarter—Uṣaḍbhu, Kavaṣa, Dhaumya, and the mighty Parivyādha—as part of a broader catalog meant to orient the listener to a moral-spiritual landscape.
