The verse introduces a teaching on prāṇa/vāyu: the vital air is presented as the powerful principle that animates embodied beings, making bodily functions and movements possible.
Bhṛgu begins an explanatory discourse addressed to a Brahmin sage, announcing that he will describe the ‘movement of Vāyu’ and explain how this force energizes and activates the bodies of living creatures.
