Purified austerity (tapas) generates tejas—moral-spiritual power—that can restrain destructive forces. The verse highlights inner refinement (bhāvitātman) as the ethical foundation for power.
Bhishma recounts to the king that the sage Agastya, empowered by his tapas and personal tejas, burned/destroyed the Dānavas, indicating the triumph of ascetic virtue over harmful beings.
