केसरं नागरं वापि द्राविडं वा तथापरम् कृत्वा रुद्रालयं भक्त्या शिवलोके महीयते
kesaraṃ nāgaraṃ vāpi drāviḍaṃ vā tathāparam kṛtvā rudrālayaṃ bhaktyā śivaloke mahīyate
Sama ada dibina dalam gaya Kesara, gaya Nāgara, gaya Drāviḍa, atau cara yang lain—sesiapa yang dengan bhakti mendirikan Rudrālaya bagi Rudra akan dihormati dan dimuliakan di alam Śiva.

Shiva is affirmed as Pati, the supreme Lord whose realm (Shivaloka) is attained by acts of bhakti; the external form (architectural style) is secondary to devoted intention directed to Rudra.
A puja-oriented dharmic act is highlighted: constructing and establishing a Shiva temple (Rudrālaya), an outer support for inner Shaiva sadhana that aids the pashu (soul) in moving beyond pasha (bondage) toward Pati (Shiva).
