दुष्टपौरजानपदो वा न्यायवृत्तिरन्यां भूमिं याचेत ॥ कZ_०७.१५.२४ ॥
Transliteration
duṣṭa-paurajānapado vā nyāya-vṛttir anyāṃ bhūmiṃ yāceta
Translation
Jika penduduk bandar dan luar bandar itu korup/bermusuhan, maka orang yang berpegang pada tata laku yang sah hendaklah memohon wilayah lain (untuk didiami/diperintah).
