विपरीता बलवत्सामन्ता कोशदण्डावच्छेदनी च भूमिर्भवति ॥ कZ_०७.१०.११ ॥
Transliteration
viparītā balavatsāmantā kośadaṇḍāvacchedanī ca bhūmirbhavati
Translation
The opposite holds with a strong neighboring ruler: the territory becomes one that cuts down the treasury and the army (i.e., a fiscal-military sink).
