The verse highlights atithi-dharma and rāja-dharma: a ruler should welcome a guest with proper rites (arghya), maintain self-restraint and humility, and inquire respectfully into the visitor’s purpose before proceeding.
A king receives an arriving person: he offers arghya according to custom, folds his hands in reverence, composes himself, and asks why the visitor has come.
