भीष्म उवाच
A ruler prospers when he listens to welfare-oriented counsel and implements it precisely; disciplined follow-through on wise advice is presented as a cause of political success.
Bhīṣma cites an example: the king of Kosala hears a beneficial instruction (from his adviser/purohita) and acts accordingly; as a result, he achieves victory over the realm (symbolically, ‘conquers the earth’).
