यदा पश्यति चारेण सर्वभूतानि भूमिप: । क्षेमं च कृत्वा बत्रजति तदा भवति भास्कर:,जब राजा गुप्तचरोंद्वारा समस्त प्रजाओंकी देख-भाल करता है और उन सबकी रक्षा करता हुआ चलता है, तब वह सूर्यरूप होता है
yadā paśyati cāreṇa sarvabhūtāni bhūmipaḥ | kṣemaṃ ca kṛtvā vrajati tadā bhavati bhāskaraḥ ||
जेव्हा राजा गुप्तचरांद्वारे सर्व प्रजांवर लक्ष ठेवतो आणि त्यांचे रक्षण-क्षेम करीत पुढे जातो, तेव्हा तो भास्कर (सूर्य) होतो.
वसुमना उवाच
A king becomes truly 'sun-like' not by splendor alone but by constant, informed vigilance and by actively securing the welfare (kṣema) of all subjects; intelligence (cāra) is ethically framed as a tool for protection and good governance.
Vasumanā describes an ideal ruler: the king uses trusted agents to observe conditions across the realm and, while moving about in administration, ensures public safety and well-being—thereby earning comparison to the Sun that sees and sustains all.
