Mahāvasu’s Fall by Speech-Error and Release through Devotion
utpannamātraṁ taṁ vedāḥ sarahasyāḥ sasaṅgrahāḥ
The verse emphasizes innate or immediate alignment with sacred knowledge: true excellence is portrayed as being accompanied by the Vedas not merely in their outer form, but also with their inner (rahasya) meanings and organized understanding (saṅgraha).
Bhīṣma is describing a particular ‘him’ (context-dependent in the surrounding verses) as extraordinarily endowed—so much so that, from birth itself, Vedic knowledge with its esoteric import and structured summaries is said to attend or belong to him.
