नारद उवाच
The verse underscores that excellence (here, musical knowledge and performance) is recognized as a form of merit and status in the epic world, and that even in celestial realms there is an ordered community where skill and reputation are named and remembered.
Nārada is reciting a list of notable Gandharvas—celebrated celestial musicians and attendants—identifying them by name and, in Citraseṇa’s case, by his expertise in song.
