It highlights īśvara-ājñā (the Lord’s command) as the hidden mover of sacred encounters—showing that divine grace arranges meetings with sages and holy places to advance the soul toward devotion and liberation.
By calling the Lord “Vibhu,” the verse points to Shiva as the sovereign Saguna Lord who actively guides events; such guidance culminates in concrete forms of worship (like approaching a shrine, teacher, or linga) through which devotees receive instruction and blessings.
A practical takeaway is to cultivate receptivity to Shiva’s will through daily japa of the Panchakshara (“Om Namaḥ Śivāya”) and respectful service to visiting sādhus—treating such encounters as Shiva’s grace in motion.
