When instruction and protection have been granted, hesitation becomes adharma; the verse endorses decisive action against predatory violence (rākṣasa) as a form of righteous defense.
Ākhyāna climax (action directive). Not pancalakṣaṇa material.
After receiving the ‘hṛdaya’ (inner core), the seeker can confront the ‘rākṣasa’ (inner/outer obstruction). Slaying symbolizes cutting through fear and delusion with integrated power.
