उच्चै: स्थाने घोररूपो नक्षत्राणामिव ग्रह: । भवेत् स तान् परिक्रामेत् सर्वानेव सभासद:,अथवा प्रत्येक नगरमें एक ऐसा अधिकारी होना चाहिये, जो सभी कार्योंका चिन्तन और निरीक्षण कर सके। जैसे कोई भयंकर ग्रह आकाशमें नक्षत्रोंक ऊपर स्थित हो परिभ्रमण करता है, उसी प्रकार वह अधिकारी उच्चतम स्थानपर प्रतिष्ठित होकर उन सभी सभासद् आदिके निकट परिभ्रमण करे और उनके कार्योकी जाँच-पड़ताल करता रहे

ഭീഷ്മൻ പറഞ്ഞു—നക്ഷത്രങ്ങളുടെ മീതെ നിലകൊള്ളുന്ന ഭയങ്കര ഗ്രഹംപോലെ, ഏറ്റവും ഉയർന്ന സ്ഥാനത്ത് ഭയങ്കര അധികാരമുള്ള ഒരു ഉദ്യോഗസ്ഥൻ ഉണ്ടായിരിക്കണം. അവൻ എല്ലാ സഭാസദന്മാരുടെയും ഇടയിൽ നിരന്തരം പരിക്രമിച്ച്, അവരുടെ സമീപത്ത് നിന്നുകൊണ്ട് അവരുടെ ആചാരവും പ്രവർത്തിയും പരിശോധിക്കട്ടെ.
