Chapter 72 — Royal Duty: protection of subjects, taxation, punishment, and appointments

कामक्रोधौ पुरस्कृत्य यो<र्थ राजानुतिष्ठति । न स धर्म न चाप्यर्थ प्रतिगृह्लाति बालिश:,जो राजा काम और क्रोधका आश्रय लेकर धन पैदा करना चाहता है, वह मूर्ख न तो धर्मको पाता है और न धन ही उसके हाथ लगता है

kāmakrodhau puraskṛtya yo 'rthaṃ rājānutiṣṭhati | na sa dharmaṃ na cāpy arthaṃ pratigṛhṇāti bāliśaḥ ||

കാമവും ക്രോധവും മുന്നിൽ വെച്ച് അർത്ഥം പിന്തുടരുന്ന രാജാവ് മൂഢൻ; അവന് ധർമ്മവും ലഭിക്കില്ല, അർത്ഥവും കൈവരികയില്ല।

A ruler driven by kāma (desire) and krodha (anger) cannot secure either dharma or lasting artha; ethical governance requires mastery over passions, otherwise both moral legitimacy and real prosperity are lost.

In the Śānti Parva’s instruction on righteous rule and conduct after the war, Bhīṣma advises about the inner qualities a king must cultivate; here he warns that policy motivated by desire and anger undermines both righteousness and successful statecraft.
