वैशम्पायन उवाच
The verse underscores the dharmic ideal that legitimate rule is established through orderly, sanctified procedure: kingship is not mere power but a responsibility inaugurated by consecration, requiring completeness, purity, and proper preparation.
The narrator describes the gathering of materials for a royal abhiṣeka (anointing): earth/clay, gold, gems, and the full set of ritual vessels and requisites needed to perform the consecration properly.
