The verse presents creation as emerging from divine radiance and culminating in Brahmā as the embodiment and repository of the Vedas, implying that the right ordering of the world (dharma) is grounded in sacred knowledge and luminous purity, not in force alone.
Bhīṣma describes an early stage of cosmic origination: the Self-born Lord first creates a radiant divine lotus, and from that lotus Brahmā manifests, characterized as ‘Veda-made’—a treasury of Vedic wisdom—who will function as the creator within the cosmic process.
