विभज्य दण्ड: कर्तव्यो धर्मेण न यदृच्छया । दुष्टानां निग्रहो दण्डो हिरण्यं बाह्मुत: क्रिया
vibhajya daṇḍaḥ kartavyo dharmeṇa na yadṛcchayā | duṣṭānāṃ nigraho daṇḍo hiraṇyaṃ bāhmuṭaḥ kriyā ||
ദണ്ഡം ധർമ്മപ്രകാരം ആലോചിച്ച് വിഭജിച്ച് വിധിക്കണം; ഇഷ്ടപ്രകാരം അല്ല. ദണ്ഡത്തിന്റെ മുഖ്യലക്ഷ്യം ദുഷ്ടരെ നിയന്ത്രിക്കലാണ്; സ്വർണം വാങ്ങി ഖജനാവ് നിറയ്ക്കൽ അല്ല. ദണ്ഡമായി ധനം സ്വീകരിക്കൽ വെറും ബാഹ്യമായ, ഗൗണമായ ക്രിയ മാത്രമാണ്।
