Śānti Parva 116: Criteria for Royal Servants and Administrative Competence (भृत्य-गुण-प्रश्नः / राजसेवक-लक्षणम्)
कोशाख्यपटलं यस्य कोशवृद्धिकरैनरि: । आप्तैस्तुष्टैश्न सततं चीयते स नृपोत्तम:
kośākhyapaṭalaṃ yasya kośavṛddhikarair naraḥ | āptais tuṣṭaiś ca satataṃ cīyate sa nṛpottamaḥ ||
ഭീഷ്മൻ പറഞ്ഞു—ശരിയായ ഭരണക്രമത്തിൽ സംരക്ഷിക്കപ്പെട്ട രാജകോഷം, വിശ്വസ്തരും തൃപ്തരുമായ ഉദ്യോഗസ്ഥർ നിരന്തരം വർധിപ്പിച്ചു കൊണ്ടിരിക്കുമ്പോൾ—അവൻ രാജാക്കളിൽ ഉത്തമൻ ആകുന്നു।
