Victory in war is not an end in itself; it must be followed by vigilant, disciplined governance. The verse links royal enjoyment (bhoga) to responsibility—rule the realm first, remain self-controlled, and only then partake of prosperity in a way consistent with kṣatriya-dharma.
Sañjaya reports an exhortation addressed to a mighty warrior-king: with enemies defeated, he should take up the administration of the now ‘thornless’ (untroubled) earth and, staying alert, enjoy the fruits of victory together with his supporters.
