yojyas tuṣṭaś ca hite rājan nityaṃ cārair anuśitaḥ |

Translation

വൈശമ്പായനൻ പറഞ്ഞു— രാജാവേ, ന്യായനിർവഹണകാര്യങ്ങളിൽ എപ്പോഴും വിശ്വസ്തരും സംതൃപ്തചിത്തരുമായ ജനഹിതൈഷികളായ പുരുഷന്മാരെ നിയോഗിക്ക; ഗൂഢചാരന്മാർ മുഖേന അവരുടെ പെരുമാറ്റം നിരന്തരം നിരീക്ഷിക്കയും ചെയ്യുക.
