Even divine beings frame their actions within rightful authorization: sacrifice and religious acts are to be undertaken in harmony with legitimate lordship and consent, reflecting dharma as ordered, accountable conduct rather than mere power.
The gods address a supreme lord (as master of earth and heaven) and request/acknowledge his permission to conduct a sacrifice on earth, emphasizing reverence and proper sanction before initiating a major ritual.
