By speaking as the indwelling sovereignty behind the highest exemplars—Great Kalpa, Satya Yuga, Kubera, and Vīraka—the Lord indicates that the Supreme Self is the underlying reality that manifests as the foremost principle within every class of beings and cosmic measures.
This verse is primarily a contemplative support (vibhuti-smṛti): meditation on the Lord as the excellence within cosmic time (kalpa/yuga) and divine hierarchies (Yakṣas and Shiva’s gaṇas) to steady devotion and one-pointed awareness, aligning with Purāṇic Yoga that integrates bhakti with discernment.
By including both Kubera (a widely shared Purāṇic deity) and the gaṇeśas/gaṇas associated with Shiva under the Lord’s own vibhutis, the verse reflects the Kurma Purana’s integrative stance: sectarian domains are harmonized within one Supreme Lord who pervades all divine orders.
