On hearing Angada's words the two ministers named Plaksha and Prabhava who were perrmitted to have audience with the queens went to the harem on invitation from Angada. They reported to Sugriva about the arrival of Lakshmana who had come to speak to him about matters regading wealth and righteousness.
Dharma is presented as inseparable from governance: artha (practical state interest) must be guided by dharma (righteous duty), and ministers serve by conveying truthful counsel and timely information.
Aṅgada summons authorized ministers, who enter and report to Sugrīva that Lakṣmaṇa has arrived to address serious matters of duty and policy.
Ministerial responsibility and discretion are emphasized—faithful reporting, proper protocol, and prioritizing dharma-informed governance.
