Brahmacarya-Upāya: Jñāna, Śauca, and the Mind’s Role in Desire (शान्ति पर्व, अध्याय २०७)
यादसामसृजन्नाथं वरुणं च जलेश्वरम् । वासवं सर्वदेवानामध्यक्षमकरोत् प्रभु:,इसी प्रकार उन्होंने जल-जन्तुओंके स्वामी जलेश्वर वरुणकी सृष्टि की। उन्हीं भगवानने इन्द्रको सम्पूर्ण देवताओंका अध्यक्ष बनाया
yādasām asṛjan nāthaṃ varuṇaṃ ca jaleśvaram | vāsavaṃ sarvadevānām adhyakṣam akarot prabhuḥ ||
ພີສະມະກ່າວວ່າ: «ພຣະຜູ້ເປັນເຈົ້າໄດ້ບັງເກີດວະຣຸນະ ເປັນອົງອະທິລາດແຫ່ງນ້ຳ ແລະເປັນຜູ້ພິທັກສັດນ້ຳທັງປວງ; ແລະພຣະອົງຜູ້ປົກຄອງສູງສຸດນັ້ນເອງ ໄດ້ແຕ່ງຕັ້ງວາສະວະ (ອິນທຣະ) ເປັນຜູ້ກຳກັບແລະເປັນປະທານເຫນືອເທວະທັງຫມົດ»។
भीष्म उवाच
The verse emphasizes that cosmic roles and authority are instituted by the Supreme Lord: deities function within an ordered hierarchy, each entrusted with a specific domain, reflecting dharma as structured governance rather than arbitrary power.
Bhishma is describing how the Lord established the divine administration: Varuṇa is created/appointed as ruler of the waters and aquatic beings, and Indra is installed as the chief overseer among all the gods.
