वायुदेव उवाच
That effects return to their causes: whatever arises from a source ultimately dissolves back into that source. Creation proceeds step-by-step in a forward sequence, while dissolution happens in the reverse sequence, each entity merging into its causal basis.
Vāyu-deva is explaining a philosophical principle of cosmic process—how beings/elements emerge in an ordered progression and how, at dissolution, they are reabsorbed back into their respective causes—framing a teaching on the nature of existence and impermanence.
