वायुदेव उवाच
The verse teaches that the Supreme Person dwells within the heart of all beings as the imperishable, self-luminous Lord; extraordinary yogic powers are secondary expressions dependent on Him, while the ethical focus is inner reverence, restraint, and God-centered understanding rather than fascination with siddhis.
Vāyudeva is speaking and instructing the listener about the nature of the indwelling Supreme Self—affirming divine immanence (present in every heart) and divine sovereignty, while contextualizing yogic attainments like aṇimā, laghimā, and prāpti as deriving from that Supreme reality.
