वैशम्पायन उवाच
The verse highlights ethical communication in governance: the collective voice is conveyed through a responsible spokesperson, and the king is urged to listen receptively—an aspect of rājadharma (the duty of rulership) grounded in humility and accountability.
Vaiśampāyana announces that the assembled people have entrusted him with presenting their full statement to the king. He asks the king to hear and accept the message, setting up the forthcoming report or petition.
