मातरं च महाभागां कल्याणीं पतिदेवताम् अरुन्धतीं जगन्नाथनियोगात्प्राह शक्तिमान्

It links Linga-centered Shaiva life to dharma in the household: purity, auspicious conduct, and steadfast devotion are presented as supportive conditions for Shiva-bhakti and for loosening pāśa (bondage) upon the paśu (soul).
By calling the supreme authority “Jagannātha,” the verse implies Pati—the Lord who governs the cosmos—whose command orders dharma; such divine governance is a hallmark of Shiva-tattva as ruler and liberator of paśus.
The verse emphasizes ethical discipline (ācāra) and pativratā steadiness as a preparatory support for Pāśupata-oriented practice—inner restraint and devotion that make puja, mantra, and meditation fruitful.
