It frames Śiva (Devadeva) as the supreme regulator (Pati) of cosmic order; Linga worship aligns the devotee with that niyoga—seeing all elements, including sacred waters and tīrthas, as operating under Mahādeva’s ordinance.
Śiva-tattva is shown as sovereign command (niyoga) behind natural processes: even vast waters traverse mountains and finally merge into the ocean by His will, indicating His lordship over tattvas and the world’s lawful movement.
A tīrtha-oriented Shaiva practice is implied: honoring rivers and their oceanward course as Śiva-ājñā, cultivating Pāśupata-style discipline of surrender (īśvara-praṇidhāna) where the pashu rests in the command of the Pati.
