Devas (as a collective voice), within Suta’s narration
It grounds Linga-worship in tattva: the Linga signifies Shiva as the ever-present Pati who pervades even future becoming, so worship is directed to the timeless Witness rather than a limited form.
Shiva is presented as omnipresent and trans-temporal—present now, yet also the one reality seen in whatever will arise—indicating His status as the inner Witness and sovereign Lord of all states (bhāvas).
A core Pashupata-Yogic insight is implied: steady recognition (pratyabhijñā-like contemplation) of Shiva as the Seer in all conditions—present and future—supporting japa, dhyāna, and Linga-pūjā with non-dual focus on Pati.
