अनभियोगश्चार्थेष्वागन्तूनामन्यत्र सभ्योपकारिभ्यः ॥ कZ_०२.१६.१३ ॥

Transliteration

anabhiyogaś cārtheṣv āgantūnām anyatra sabhyopakāribhyaḥ

Translation

ພໍ່ຄ້າທີ່ມາຈາກພາຍນອກ (ຜູ້ຄ້າຢ້ຽມຢາມ) ບໍ່ຄວນຖືກຍື່ນຄໍາຮ້ອງຮຽນ ຫຼື ຖືກລົບກວນໃນເລື່ອງການຄ້າ—ຍົກເວັ້ນແຕ່ເມື່ອເຂົາໄດ້ກໍ່ໃຫ້ເກີດຄວາມເສຍຫາຍແກ່ປະຊາຊົນທີ່ນ່າເຄົາລົບ (ຫຼືຜູ້ຢູ່ໃນການຄຸ້ມຄອງຂອງເມືອງ) ເທົ່ານັ້ນ.
