Sage Parāśara (in instruction to Maitreya)
The verse states that all classes of beings—from gods to immovables—manifest and remain conditioned within the three guṇas, indicating that created existence operates through sattva, rajas, and tamas as the framework of cosmic order.
Parāśara frames creation as a simultaneous manifestation of previously listed categories, differentiated not by separate origins but by their placement and functioning within the guṇa-conditioned sphere of nature.
Even while describing guṇa-based manifestation, the Purāṇic worldview treats Vishnu as the supreme ground of reality, with the guṇas characterizing prakṛti and the manifested world rather than limiting the transcendent sovereignty of Vishnu.
