The verse functions as an ethical warning embedded in a political list: many kings become instruments of a larger adharma-driven project when they follow factional loyalty or ambition without discerning righteousness. The roll-call itself highlights the breadth of complicity and the looming cost of war.
Sañjaya is enumerating specific Kaurava-aligned warriors and rulers to be greeted/acknowledged as part of a formal message. The passage situates these named figures within the gathering of allies assembled for the impending Kurukṣetra war.
