वैशम्पायन उवाच
The verse highlights that the enforcement of order (dharma) should be carried out under legitimate injunction (niyoga) and aimed at restoring balance, not driven by personal impulse; Dharma acts as an instrument of higher cosmic authority (Brahmā) and transfers custody to Varuṇa, a deity linked with moral restraint.
After being addressed, Dharma follows Brahmā’s directive, captures and binds all the Daityas and Dānavas, and then hands them over to Varuṇa, indicating a formal transfer of restrained offenders to the appropriate divine authority.
