क्रव्याद्धय इव भूतानामदान्तेभ्य: सदा भयम् | तेषां विप्रतिषेधार्थ राजा सृष्ट: स्वयम्भुवा,जिन्होंने मन और इन्द्रियोंका दमन नहीं किया है, उनसे समस्त प्राणियोंको उसी प्रकार सदा भय बना रहता है, जैसे मांसभक्षी व्याप्र आदि जन्तुओंसे भय हुआ करता है। ऐसे उद्दण्ड मनुष्योंकी उच्छुंखल प्रवृत्तिको रोकनेके लिये ही ब्रह्माजीने राजाकी सृष्टि की है

kravyāddhaya iva bhūtānām adāntebhyaḥ sadā bhayam |
teṣāṃ vipratiṣedhārthaṃ rājā sṛṣṭaḥ svayambhuvā ||
ಭೀಷ್ಮನು ಹೇಳಿದರು—ಮನಸ್ಸು ಮತ್ತು ಇಂದ್ರಿಯಗಳನ್ನು ಸಂಯಮಿಸದವರಿಂದ ಎಲ್ಲಾ ಜೀವಿಗಳಿಗೆ ಸದಾ ಭಯವೇ; ಅದು ಮಾಂಸಾಹಾರಿ ಕ್ರೂರ ಮೃಗಗಳ ಭಯದಂತೆಯೇ. ಆದ್ದರಿಂದ ಅಂಥ ಉದ್ದಂಡರ ಉಚ್ಛೃಂಖಲ ಪ್ರವೃತ್ತಿಯನ್ನು ತಡೆಯಲು ಸ್ವಯಂಭೂ ಸೃಷ್ಟಿಕರ್ತನು ರಾಜತ್ವದ ವ್ಯವಸ್ಥೆಯನ್ನು ಸೃಷ್ಟಿಸಿದನು.
